01Destination overview

A grounded view of Paraguay.

Paraguay sits between Argentina, Brazil and Bolivia, with Asunción as its capital and commercial center. It attracts globally mobile people who want a South American base, founders exploring a regional business presence, families planning a move, and investors considering a longer-term connection to the country.

Residency can support a move or a long-term plan, but it does not by itself establish tax residence, guarantee banking access or create a right to citizenship.

02Residency pathways

Two routes, with different commitments.

Choose a route only after current eligibility, evidence and practical obligations have been reviewed for your case.

01Temporary → permanent

Standard residence pathway

Under Law 6984/2022, most applicants begin with temporary residence for up to two years. A change to permanent status is a later, separate application with its own timing and proof requirements.

02Potential direct permanent residence

Foreign investor pathway

Foreign investors may apply through the MIC/SUACE framework when their proposed activity, investment and supporting evidence meet the current criteria. This route should be validated before capital is committed.

Verification status

Program and document rules require professional review

  • Foreign civil records generally need apostille or legalization and, where applicable, Spanish translation.
  • Applicants aged 14 and older may need criminal-record evidence tied to their country of origin or residence during the previous three years, plus local background checks.
  • Immigration residence, tax residence, RUC registration and company obligations are separate matters.
  • Published timelines are estimates; acceptance and approval remain with the Paraguayan authorities.
